OVERSEAS EVENTS & EXCHANGE PROGRAMME FOR SCOUT MEMBERS

In view of the easing of travel restrictions, many Scout Groups and Areas will be organizing overseas trips for their members.

While we strongly encourage Scout groups’ engagement in such exchange programmes with overseas Scouts, organizers are reminded to follow the procedures as required by SSA and the Ministry of Education (MOE).

The guidelines and procedures are attached in Annex 1. MOE Guidelines can be found in the School Safety Handbook. This can be obtained from your School Admin Office.

Scout Units and individual leaders are to ensure that they have obtained headquarters approval prior to embarking on their trips.

Should you need assistance to link up with overseas Scout groups, please contact the International Department and we will be able to assist you to look for a suitable Scout group.

UPDATE ON MOE SMMS & GUIDELINES FOR OUTDOOR SCOUTING ACTIVITIES

In line with the resumption of MOE Outdoor Adventure Learning (OAL) Cohort Camps (residential) from Term 3, 2022 onwards, all residential camp training for all levels can resume from 27 June 2022.

This circular outlines the updated SMMs for Scout Leaders’ compliance, in accordance with the updated MOE guidelines.

With the further easing of community SMMs:

  1. There will be no cap on the group activity sizes and safe distancing will also no longer be required beween individuals or between groups.
  2. Masks may be removed when outdoors, performing strenuous activity in enclosed venues (but will have to be put on after the completion of such activity and during rest breaks), sleeping.

For Scouting activities at both unit and Area level, Scouts are to exercise good personal hygiene and social responsibility

  1. Instructors and Scouts are to wash their hands with soap or sanitise their hands before and after an OIL activity, and before handling any prop or equipment.
  2. Individual bento meals can be catered for participants, if required.
  3. Vaccination-Differentiated Safe Management Measures (VDS) will only apply for events with more than 500 participants

Please note that all height based activities remain suspended.

Students who have just completed their vaccination dose or booster shot will be excused for two weeks from strenuous physical activities. Students with mild or asymptomatic COVID-19 infection should also avoid strenuous physical activity for 2 weeks after their first positive COVID-19 test (PCR or ART). Thereafter, they may gradually resume physical activity as tolerated. Adult Leaders are also reminded to monitor and be vigilant to their Scouts’ health conditions to ensure the safety of all members.


ADMINISTRATIVE BRIEFING FOR FRANK COOPER SANDS AWARD FOR YEAR OF ASSESSMENT 2022

With reference to circular NE-002_2022-FCSA, dated 31 May 2022 on the Frank Cooper Sands Award for Year of Assessment 2022 (“FCSA YA2022”), we are pleased to inform that HQ will be conducting a briefing session to assist new and existing Unit Leaders with the assessment criteria.

 

The National Unit Performance Commissioner, Mr Nicholas Koh, will be going through the assessment forms for all four sections, including allowing the opportunity for leaders to seek clarifications during the session.

WYNIST MASS COASTAL CLEANUP

WYNIST MASS COASTAL CLEANUP

 

Greetings from the Singapore Scout Association (SSA).

 

We are pleased to inform that the Singapore Sailing Federation is organising the WYNIST Mass Coastal Cleanup in celebration of SG57 and as part of the Singapore Regatta. The event will take place on 24th July 2022 along East Coast Park, where fleets of boats will sail past as part of the regatta route.  In support of the event, the Sea Scout RoundTable extends the invite to all members of the Association to participate in this cleanup.

 

Participation in the clean-up will allow members to understand the sources and impacts of marine trash and how they can play a part in the conservation of the marine environment. Through this experience, it is intended that Scouts will also be inspired to take on the Earth Tribe Initiative: Plastic Tide Turners.  Scouts who are keen to pursue the Plastic Tide Turner Challenge can approach their Area Representative (Better World) for more information.

The Singapore Scout Association is pleased to be collaborating with the Institute of Mental Health (IMH) to pilot the Mentally LIT Programme.  We would like to invite all registered Scout and Venture aged from 15 years to 18 years to participate in this new initiative.

The Mentally LIT Programme is a local adaptation of an existing programme called Mental Health Literacy from Canada (www.mentalhealthliteracy.org) to improve the mental health literacy of our youths. This is done by addressing the following:

  1. Understanding how to optimize and maintain good mental health
  2. Understanding mental illnesses and their treatments
  3. Reducing stigma associated with mental illness
  4. Enhancing help-seeking behaviours (knowing when and where to seek help)

As large face-to-face activities are currently restricted, the virtual Campfire will enable participants to continue to foster the Scouting Sprit of forging new friendships, learning scouting songs, and building rapport over the duration of the event. Consequently, participants will also learn to appreciate and respect each other’s unique abilities and enjoy the camaraderie that would have been built over the course of the campfire.

SPECIAL NEEDS UNITS’ HIKE 2022

The Special Needs (SN) Roundtable is pleased to invite all units (SN & non-SN units) to participate in its inaugural combined hike which will take place from 5thApril to 3rdMay 2022. Do note that the hike has been structured to take into consideration prevailing Safe Management Measures.

Though the focus of the upcoming SN Hike is on building resilience and perseverance, it is also the intention of the Organisers that participants would at the same time take in the sights, observe the fauna, and enjoy the surrounding nature. In addition, the hiking journey would enable participating scouts and all, to develop their sense of self-awareness, including strengthening their appreciation of the need to care for the environment that they have been privileged to enjoy.

SKILLS AND FUNDAMENTALS ASSESSMENT (SnF) 2022 (1st INTAKE)

Greetings from the Singapore Scout Association (SSA).

We are pleased to inform that the 1st intake of the Skills and Fundamentals Assessment (SnF) 2022 will take place on Saturday, 19th March 2022.

The SnF Assessment is a prerequisite to attending the Venturing Challenge Course. Candidates will need to
fulfil the course requirements and will be assessed on their core Scouting skills, found in Annexes A and B
respectively.

Validity for successfully completing the SnF will be for 1 year or the equivalent of 2 intakes of Venturing
Challenge Course, whichever comes first.

Kindly note that the SnF Assessment will be conducted in accordance to the prevailing COVID-19 Safe Management Measures (SMMs). This mode of conduct may be adjusted /modified with prior notice. However, the assessment will be kept fair and independent, and be subjected to moderation.

Annex B

Broad Assessment Areas

The SnF Assessment is a summative assessment and candidates are expected to achieve above average performance to pass. The assessment comprises both theoretical and practical components. The areas of assessment are as follows:

  1. Camping and Campcraft
    Candidates will be tested on their skills and knowledge of camping and campcraft through demonstration of gadget tying and real-life scenarios during camping.
  2. Outdoor Exploration and Expedition
    Demonstrate good understanding of the principles of navigation and exploration. Be competent in executing skills required in this area.
  3. Knotting and Pioneering
    Demonstrate good understanding of the principles of knotting and pioneering including materials type, care of materials, and characteristics of materials. Be competent in various categories of knots e.g. whippings, lashings, rescue knots, etc.
  4. Outdoor Cooking
    Candidate will be tested on their skills and knowledge of outdoor cooking and backwoodsman cooking. This includes fire-starting, choosing of pit, food preparation, and nutrition planning.
  5. Scouting Fundamentals
    Be well-versed with the fundamentals in Scouting Knowledge such as history of Scouting, key policies, and characteristics of Scouting.

 

More details on the venue, syllabus, and materials/equipment required will be provided to the candidates after registration is accepted


Adult Leaders Training Courses 2022

Greetings from the Singapore Scout Association.

The National Training Team is organising the following courses under the Adult Leader

Training Scheme (ALTS):

 

  1. Certificate in Applied Outdoor Education (CAOE) Part 1 and Part 2
  2. Advanced Certificate in Applied Outdoor Education (ACAOE)
  3. Diploma in Applied Outdoor Education (DipAOE)

 

These courses aim to prepare leaders to confidently carry out their responsibilities in their appointment as Scout Leaders. Upon completion of the courses, leaders will be equipped with the knowledge and skills required to implement the intended youth programme that would meet the needs and interests of their Scouts.

The National Training Team is also organising a new course, named Youth Education and Scouting (YEAS), with the Ministry of Education (MOE) under the Character & Citizenship Education (CCE2021) for all programme.

Apart from these courses, the National Training Team will also be providing support to all leaders via the Monthly Leaders Forum with a different topic being of focus each month. At the Forum, Leaders can discuss their thoughts and ideas with one another as well as the challenges they face when running their scout units. Dates for the Forum can be found in the Training Calendar 2022. The Forum would be held via zoom every month.

The purpose of the Monthly Leaders Forum is to be a platform for leaders to discuss and share ideas to better deliver Scouting at unit level. Feedback will be sought from participants to better understand the challenges faces at the unit level.

Through such conversations, more meeting ideas, new activity plans, and techniques of engaging Scouts through their patrols/sixes can be discovered. The topics can be on Scouting fundamentals, or on the challenges faced by unit leaders when running Scout units.
